The College of Bishops of The Anglican Province of North America — a Province of the Anglican Free Communion International — is the collegial body of all bishops validly consecrated within the apostolic succession, meeting in synod for counsel, spiritual and theological government, and the keeping of communion.

Of Latino origin and resident in the United States, Archbishop Toro has championed a vision of reform, decentralisation, and inclusive expansion across the Communion. His leadership is marked by a pastoral spirit, intercontinental work with churches in Latin America, North America, and Europe, and a steady defence of a truly Anglican Church — free, faithful, and open. As Primate he presides over the College of Bishops, represents the Communion internationally, and coordinates her synods, pastoral visits, and major doctrinal decisions.
